The name of the society will be 'QUALITY COUNCIL OF INDIA'. |
| 2. |
The registered office of the society will be suited in National Capital Territory of Delhi. It will for the time being, be situated in Institution of Engineers Building, ITO, New Delhi. |
| 3. |
The society will function as an autonomous body based within the territory of India and, if necessary, may be obtain mutual recognition with other bodies operating similar accreditation schemes in other countries/regions through bilateral/multilateral arrangement. |
| AIM AND OBJECTS OF QUALITY COUNCIL OF INDIA |
| A. |
MAIN OBJECTIVES |
| 4. |
The aims and objects for the QUALITY COUNCIL OF INDIA is established are: |
| |
a) |
To promote, coordinate, a national quality initiative for building confidence and services and for improving competitiveness |
| |
b) |
to raise quality consciousness in the country through National Quality Campaigns, conducting seminars and other forms of promotion; and by promoting business excellence through, for example, quality award scheme, holding competitions etc. |
| |
c) |
to establish National Accreditation Boards, suitable for the country and in accordance with the relevant international standards and guides for: |
| |
|
i) |
Bodies certifying products and quality management systems and carrying out inspection; |
| |
|
ii) |
registration of Quality Management Personnel and Training Organisations; and |
| |
|
iii) |
Testing and Calibration laboratories, and |
| |
|
iv) |
Monitoring implementation of the above. |
| |
d) |
to encourage industrial/applied research and development in the field of quality and dissemination of its result in relevant publication including professional and trade journals; |
| |
e) |
to ensure effective functioning of National Information and Enquiry service on Standards and Quality; |
| |
f) |
to establish an accreditation service for bodies certifying environment and safety management systems; |
| |
g) |
to encourage the development and third party certification of quality management systems including environment and safety management systems at the organisation-level, for goods and services; |
| |
h) |
to facilitate upgradation of testing and calibration facilities and laboratories and to encourage the development of a national laboratory accreditation system for global recognition and for accessibility of measurement and test results; |
| |
i) |
to raise the level of quality training for personnel engaged in quality activities including assessors and …………… |
| |
j) |
to develop and operate an appeal mechanism to deal with unresolved complaints; |
| |
k) |
to enter into arrangements with similar foreign agencies and develop procedures for exchange and transfer of technologists and technologies, study tours, training in specialised areas of quality technology, conducting of joint projects, providing technical assistance in the establishment of quality consciousness and for other matters consistent with aims and objectives of Society |

l) |
to collect and disseminate information in regard not only to research and development but also to industrial matters with regard to quality. |
| B. |
ANCILLARY OBJECTIVES |
| |
a) |
to sell, assign, mortgage, lease, exchange and otherwise transfer or dispose of all or any, movable and immovable property of the society for the furtherance of the objects of the society; |
| |
b) |
to purchase, to take on lease, accept as gist or otherwise acquire any land or building wherever situated in India which may be necessary or convenient for the society; |
| |
c) |
to construct or alter building which may be necessary for the society; |
| |
d) |
to publish books, literature and periodicals to inculcate quality consciousness amongst industries and the people of country; |
| |
e) |
to raise or acquire funds or property form Central Govt. and State Govts., foreign agencies, non-governmental agencies or by taking loans from public and private financial institutions. The fund, properties, assets and all other resources present and future, of the society shall be utilised for any or all the purposes or objects of society as stated above and also other similar activates; |
| |
f) |
to invest the funds or money entrusted to the society upon such securities or in such manner as may, from time to time, be determined by governing body or transpose such investments; |
| |
g) |
to do all such other lawful things as are incidental or conductive to attainment of any or all the above objects. |
| The income of property and the society, however derived shall be applied towards the promotion of objects thereof as set out in this Memorandum of Association. No of the income and property of society shall be paid or transferred directly or indirectly, by way of dividends, bonus or otherwise, by way of profits to the person who at any time are or have been members of the society or to any of them, or to any person claiming through them or any of them, provided that nothing herein contained shall prevent the payment in good faith or remuneration to any member thereof or other persons in return for any service to the society. |
